The main idea is who runs the public higher education system in Georgia. It’s the Board of Regents of the University System of Georgia (often referred to as the University System Board). This body has the authority to set system-wide policies, oversee budgets, approve programs and tuition, and appoint the chancellor who leads the entire University System of Georgia. In other words, it directly governs how public higher education operates across Georgia’s state colleges and universities.

The other entities play different roles. The Department of Public Safety is focused on law enforcement, not setting higher-ed policy. The General Assembly creates laws and provides funding but does not manage daily operations or policy for the universities. The Governor’s Office can influence through appointment power and policy priorities, but it does not govern the system on a day-to-day basis.
